Tema–Aflao Highway Project Stalls Again as Funding Delays Bite

Frustration is mounting among commuters and residents along the busy Tema–Aflao corridor as work on the long-awaited dualisation project has slowed to a crawl. The contractor, BHM International Construction (UK) Ltd, has expressed concern over delayed government payments, warning that without the release of funds, progress on the 17-kilometre stretch from the Tema Motorway Roundabout to Miotso cannot continue smoothly.

The project, seen as vital for easing congestion and boosting trade between Ghana and Togo, was first suspended in December 2022 after government’s debt restructuring programme disrupted external loan disbursements. Work briefly resumed in April 2025 following assurances from the Ministry of Roads and Highways that financing had been restored. An 18-month timeline was set for completion, raising hopes that relief was finally in sight for the thousands of motorists who endure daily gridlocks and road hazards.

Before its suspension, the contractor had completed about 30 percent of the work, which included portions of the dual carriageway, preliminary drainage systems, and some interchange foundations. Since resumption, visible progress has been made in grading and expansion works, but the pace has been inconsistent due to fresh delays in releasing funds.

Residents and motorists say the road’s current state remains a nightmare, with long travel hours, rising transport costs, and frequent accidents on the partially constructed highway. For traders and cross-border drivers, the road’s poor condition directly impacts business, slowing the movement of goods and raising operational costs.

The Ministry of Finance and the Roads Ministry are under growing pressure to resolve the funding bottlenecks. Stakeholders warn that if the government does not urgently release outstanding payments, the project’s revised completion target could once again be missed.

As one frustrated commuter lamented: “We were told the project was 30 percent done and would be completed in 18 months, but every time we pass here, it looks like nothing is moving. We can’t keep suffering on this road.”
